Online Employee Benefits Open Enrollment Is Underway

Open Enrollment for MCPS employee benefits began Monday, Oct. 10 and will end on Friday, Nov. 4, 2022. Enroll in or make changes to your benefits, sign up for your medical and/or dependent care flexible spending account (FSA) for 2023,* add or delete dependents** and designate your life insurance beneficiary(ies) online at the Benefits Enrollment System (BES).
Benefits Plan Highlights
- Cigna will replace CareFirst as a benefit plan provider. Cigna will offer eligible employees the following plans:
- Open Access Plus (OAP) plan (replacing CareFirst BlueChoice Advantage POS)
- Open Access Plus In-Network (OAPIN) plan (replacing CareFirst BlueChoice HMO)
If you are currently enrolled in CareFirst, your enrollment for 2023 will automatically change to the corresponding plan option with Cigna unless you select another plan during Open Enrollment. If you wish to keep the same plan option under Cigna, you do not need to access the BES unless you are enrolling in a flexible spending account (FSA) for 2023 or are making other benefit changes.
- Kaiser Permanente will continue to provide its HMO plan and there will be no changes to dental, vision or prescription plans in 2023.
Don’t Delay!
To enroll in or make changes to your benefits for 2023, visit the Employee Self-Service webpage, and click on the Open Enrollment link to access the BES. Log in using your Outlook username and password. Read the welcome message and follow the onscreen instructions as you navigate the system.
You will be able to view and print confirmation of your benefit changes from the BES. You also will receive confirmation in your MCPS Outlook email account.
Remember: The deadline to make changes to your employee benefits and sign up for your 2023 FSA(s) is Friday, Nov. 4, 2022. Any changes you make to your benefits will be effective on Jan. 1, 2023.
* Submit your 2023 FSA election(s) from the BES. Remember, you must submit new FSA elections every year if you wish to continue an FSA.
**Documentation is required to add dependents.
